State Revolving Fund Finance Manager Location Des Moines, IA (Magnolia Park area) :

The Iowa Finance Authority (IFA), located in Des Moines, IA, is searching for an outstanding, motivated professional to join our team as our State Revolving Fund (SRF) Finance Manager. The State Revolving Fund Finance Manager provides functional management and guidance of the SRF and other the Water Quality programs. This position is responsible for the development and execution of assigned programs and serves as a member of the Iowa Economic Development Authority | Iowa Finance Authority (IEDA|IFA) leadership team. General Duties (summary): Program Management and Execution: Ensures State Revolving Fund Construction Loans and disbursements comply with federal and state laws, as well as DNR regulations.

  • Receives and reviews loan applications; including construction loans.
  • Provides technical assistance to external stakeholders.
  • Prepares estimated amortization schedules for bond counsel.
  • Coordinates loan closings and bond issuances with municipalities, municipal advisors, bond attorneys and consulting engineers.
  • Educates and trains borrowers on Clean Water and Drinking Water SRF programs and procedures.
  • Verifies compliance with all federal Clean Water Act and/or Safe Drinking Water Act requirements and all DNR requirements.
Financial Analysis
  • Calculates loan interest rates.
  • Analyzes long term program funding capacity, expected loan pace, and impact of various funding scenarios.
  • Evaluates and advises as to the timing of bond issues by analyzing fund balances, disbursement rate, principal and interest loan payments, federal capitalization grant availability and state match requirements.
IEDA|IFA Leadership Team Member:
  • Serves as a member of the IEDA|IFA Leadership team.

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations. 2) Eight years of full-time work experience in program administration, development, management, or operations. 3) All of the following (a and b): a. Four years of full-time work experience work in program administration, development, management, or operations; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education. 4) All of the following (a, b, and c): a. Two years of full-time work experience work in program administration, development, management, or operations; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education. 5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
