Description of the Project: Cities are central to addressing climate change, as they are responsible for over 70% of global carbon emissions from energy use and are increasingly vulnerable to climate risks such as flooding, heatwaves, and sea level rise. As urban populations are projected to grow by 2.3 billion by 2050, cities must pursue strategies that simultaneously reduce emissions (mitigation) and manage climate impacts (adaptation). Urban planning approaches—like compact, transit-oriented development—can serve both goals by limiting emissions and enhancing resilience. Integrating these dual objectives into municipal investments supports livability, economic efficiency, and equity. To guide cities in making informed, climate-smart investment decisions, the World Bank’s Global Urban Unit compiles best practices and tools that assess climate risks and opportunities. A key component of this support is the use of climate screening tools, which help municipalities systematically evaluate infrastructure projects based on their exposure to climate risks and potential to reduce emissions. These tools—ranging from software to Excel models and checklists—standardize the integration of climate considerations into early project planning. Embedding climate screening early in the project cycle enhances sustainability, cost-effectiveness, and alignment with global climate goals. Moreover, these tools improve cities’ access to climate finance by demonstrating how investments meet donor or international financing criteria. The objective of the current assignment is to evaluate the design, usability, and effectiveness of these tools in identifying, planning, and pre-feasibility screening of municipal infrastructure investments with climate adaptation and mitigation goals. The assessment will determine whether the tools are fit-for-purpose, aligned with sector-specific vulnerabilities, and consistent with global best practices. It will also highlight strengths, weaknesses, and gaps to inform improvements. If existing tools fall short, the assessment will propose alternative solutions to better support municipal decision-makers and World Bank teams in advancing low-carbon, climate-resilient urban development. Duties and Responsibilities: Compare and contrast the tools to identify their differences, commonalities, and potential gaps in addressing sector-specific needs (e.g., flood risk, energy efficiency, solid waste management). Assess the tools' design, operational functionality, and effectiveness in evaluating project-level climate risks, and integrating sector-relevant criteria. Examine whether the tools incorporate clear methodologies, robust screening criteria, and align with global best practices. Assess the ease of use, technical complexity, integration with local government planning and budgeting process, and data requirements of the tools, identifying any barriers that may limit their adoption by municipalities or task teams. Engage with relevant World Bank teams and stakeholders to understand the intended use cases, challenges, and opportunities for refinement. Provide insights and actionable recommendations on key elements that an effective climate screening tool should include, ensuring it is well-suited for assessing and prioritizing municipal investments across different urban sectors. Explore alternative approaches and provide guidance to enhance climate-smart investment decision-making if the tools are found to be ineffective in achieving their intended purpose. Selection Criteria: A Master’s degree or higher in civil or environmental engineering, or a related field. At least 8 years of professional experience, with demonstrated knowledge of climate resilience, mitigation, and adaptation in urban contexts. Experience working with or on World Bank-financed operational projects. Familiarity with climate screening methodologies and tools applied to municipal investments. Strong analytical skills with a proven ability to critically assess technical tools and methodologies. Excellent technical writing skills and the ability to synthesize findings concisely and effectively. Strong communication skills, with experience interacting with diverse task teams . Terms of the contract: This is a short-term consultant (STC) assignment for 10 days, the STC will work with doksuz@worldbank.org and report to amaria@worldbank.org.
