Street Level Strategy is a growing team of over 30 leaders based in Pasadena, CA with team members in Sacramento and Berkeley, CA. Our clients include political candidates, ballot measures, issue advocacy campaigns, non-profit organizations, and Fortune 500 corporations across the nation.

Position Summary

Reporting to the CFO/COO, the Senior Human Resources Manager will lead strategic HR initiatives to optimize and streamline people operations, manage the talent team, cultivate an inclusive culture, ensure regulatory compliance, and offer strategic guidance and support to leadership teams.

What You Will Achieve

Human Resources Strategy & Operations

  • Drive Strategic HR Vision: Lead the development and implementation of scalable HR systems and processes that align with organizational goals and evolving workforce needs.
  • Enhance People Lifecycle Management: Optimize and streamline onboarding and offboarding workflows to ensure a seamless and engaging experience, particularly during high-volume campaign hiring periods.
  • Ensure Legal & Regulatory Compliance: Monitor and interpret employment laws and industry regulations; proactively update internal policies, educate leadership, and ensure ongoing compliance across all HR practices. 
  • Oversee Core People Operations: Manage all facets of people operations, including payroll, benefits administration, workplace safety, occupational health, and compliance tracking (e.g., HR, legal, security, and ISO documentation).

Talent & Culture-Building

  • Recruit Top Talent at Scale: Collaborate with the Talent Acquisition Manager to design and execute high-volume recruitment strategies, attracting exceptional candidates across California—especially during peak campaign seasons requiring 200–400 hires within a short timeframe.
  • Foster an Inclusive Culture: Create meaningful opportunities for community-building, cross-functional knowledge sharing, and employee engagement that reinforce a culture of inclusion, belonging, and shared leadership.

Staff Development & Empowerment

  • Support Performance & Growth: Partner with supervisors to strengthen performance management practices through coaching, guidance, and actionable feedback.
  • Champion Employee Relations & Training: Manage conflict resolution and performance-related matters with a proactive, solutions-oriented approach. Provide education on evolving employment laws, conflict resolution techniques, and HR best practices to empower managers and staff alike.

People Management & Leadership

  • Work collaboratively with the CFO/COO, the Talent Acquisition Manager and growing team to ensure collaborative, thought-partnership, and strategic alignment across functions.

  • You bring hands-on HR management experience in political, advocacy, or consulting environments, with a deep understanding of HR best practices, employment law, compliance obligations, and evolving labor regulations.
  • You effectively guide staff and teams through conflict, difficult conversations, and incident response —ensuring adherence to proper protocols while fostering mutual respect and accountability.
  • You demonstrate strong self-management, problem-solving, and follow-through skills , enabling you to drive tasks to completion with minimal oversight—even in high-pressure environments.
  • You champion a safe, compliant, and employee-centered workplace , ensuring systems and culture prioritize well-being, legal compliance, and equity.
  • You are skilled in using modern HR systems and tools —including ADP Workforce Now, BambooHR, G Suite, and Microsoft Office—to streamline operations and maintain accurate records.
  • You build trust-based relationships and strive to make meaningful connections with staff, stakeholders, and partners. 
  • You adapt to quickly evolving environments and shifting priorities while maintaining clarity and effectiveness.
  • You treat confidentiality as non-negotiable , consistently managing sensitive employee and organizational matters with professionalism, care, and integrity.

Benefits: Street Level Strategy (SLS) provides health benefits, including Medical, Dental, Vision (begin on the first of the month following 60 days of employment), paid time off, sick leave, 13 paid holidays, weekly Wednesday lunch at the office, technology (laptop, office setup support), etc.  

Work Environment: This is a hybrid role, with the expectation that the HR Manager works in-person at the Pasadena office on Mondays, Wednesday and Thursdays.
