JOB OPENING ANNOUNCEMENT

The City of Coos Bay is seeking qualified applicants for the position of Firefighter/Engineer. Interested candidates must register as a firefighter candidate through the National Testing Network (NTN). Candidates are required to complete and submit the NTN application, take the Fire Team test, and have a valid Professionally Recognized Physical Ability Test dated no earlier than August 30, 2023. All testing must be completed prior to consideration for the application pool.

The deadline for submitting completed test scores to the National Testing Network is 5:00 p.m., August 30, 2024. Scores received after this deadline will not be considered. The Coos Bay Fire Department will select a limited number of candidates from the list provided by the National Testing Network. Selected candidates will be invited to complete a City of Coos Bay employment application and participate in a competitive selection process.

Lateral Candidates: Lateral candidates with at least two years of full-time paid firefighting experience are exempt from completing the NTN Fire Team test or physical abilities test. Lateral candidates should contact the Coos Bay Fire Department to obtain a City of Coos Bay Fire Department employment application and to verify experience before the close date of August 30, 2024.

JOB DESCRIPTION

GENERAL STATEMENT OF DUTIES: Performs a variety of firefighting duties, including combating, extinguishing, and preventing fires. Provides emergency rescue services and emergency medical aid. Performs maintenance duties involving equipment and facilities. Conducts fire prevention inspections and presents fire safety education and prevention programs. Performs related work as required.

SUPERVISION RECEIVED: Works under the supervision of a shift officer, who assigns work details and reviews the work for conformance with department goals, policies, and rules. Performs routine tasks independently.

SUPERVISION EXERCISED: Supervision of other employees is not a normal responsibility of positions in this classification. However, supervision of volunteers, cadets, and other staff members working on special projects may be required.

TYPICAL EXAMPLES OF WORK:

Responds to fire alarms and emergencies with fire apparatus. Operates apparatus, pumps, and other mechanical equipment. Performs hose lays, ladder operations, salvage, rescue, ventilation, and cleanup operations. Uses specialized firefighting equipment and tools. Works with volunteers.

Maintains fire apparatus, equipment, facilities, and grounds in good repair and readiness, including housekeeping, maintenance, yard work, painting, and cleaning. Conducts inspections and makes minor mechanical repairs as needed. Prepares records concerning division activities, equipment, and materials.

Attends drills/training sessions to continuously update skills and knowledge required for effective work performance. Practices firefighting, rescue, and medical assistance skills. Assists in training volunteers and cadets.

Assists in pre-fire planning, fire inspections, fire prevention, public relations, education, and information activities.

Inspects commercial, industrial, and other buildings and dwellings for fire hazards, the efficiency of fire protective equipment, and compliance with fire prevention regulations. Enforces federal, state, and local laws and regulations related to fire prevention.

Complies with department and division procedures and policies.

DESIRABLE QUALIFICATIONS FOR EMPLOYMENT

KNOWLEDGE, SKILL, AND ABILITY: Ability to learn and perform various fire suppression and fire prevention, maintenance, and emergency life support techniques and procedures. Ability to remain calm and perform strenuous firefighting tasks under hazardous conditions. Ability to accurately recall street, address, and hydrant locations. Possess and maintain physical strength and agility sufficient to perform the work of this classification. Skill in oral and written expression and demonstrated skill in following both oral and written instructions. Ability and interest in working as a team member and living part-time with other firefighters. Willingness to promote a positive public image and maintain good public relations.

ESSENTIAL FUNCTIONS: An employee in this position must maintain the mental and physical skills necessary to effectively perform firefighting duties, handle hazardous materials, and conduct rescue and emergency medical operations. Must have the ability to communicate effectively both orally and in writing.

EXPERIENCE AND TRAINING: Possession of the following at the time of application:

High school diploma or equivalent GED certification
Valid Oregon Class C driver's license
Oregon EMT (or higher)
DPSST/NFPA Firefighter I certification
An Associate degree or Bachelor's degree in a related field is desirable. NFPA Firefighter II and NFPA Pumper Operator certification are required within one year of hire.

RESIDENCY REQUIREMENT: Employees must reside within 35 road miles of Coos Bay City Hall.

TOOLS AND EQUIPMENT USED: Emergency medical aid unit, fire apparatus, fire pumps, hoses, and other standard firefighting equipment, ladders, first aid equipment, radio, pager, personal computer, and phone.

The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee regularly works in outside weather conditions. The noise level in the work environment is usually moderate but may be loud during certain firefighting or EMT activities.
