Project details: This position reports to the client IT PMO Supervisor. This position will also work closely with client permitting program staff and supervisors, client IT technical and enterprise service teams, Strategic Partnerships and Business Relationship Management staff. The roles will utilize client IT standards, processes, software, and tools to deliver consistent and high-quality discovery outputs.

The client Information Technology (client IT) executive program is seeking two qualified applicants for Business Analyst positions to support the ePermitting Discovery Project. This project is a significant, agency-wide discovery and planning effort focused on assessing client's current permitting environment, which includes multiple permitting applications across programs, and defining requirements for a future ePermitting solution.

These positions require a full-time commitment (40 hours/week) and are ideal for senior-level business analysts with strong experience in requirements elicitation, process analysis, stakeholder engagement, and documentation in complex, regulated environments. This effort is focused on discovery and analysis and does not include system implementation or configuration.

Qualifications:

The ideal candidates will have demonstrated experience performing business analysis for complex IT initiatives involving multiple stakeholders, legacy and modern systems, and cross-program workflows. Strong analytical, facilitation, and communication skills are essential, along with experience documenting requirements to support future procurement or modernization efforts.
